Project Name: Preparation of Procedures for Development of an Outsourcing Model for the Operation and Maintenance of a Gas Refinery in South Pars Gas Complex, and Preparation of the required Tender Documents

Project Description:

 

In accordance with the policies and directives of the National Iranian Oil Company, south pars Gas Company has decided to outsource the daily operation and maintenance of one of its Gas refineries to private sector.
In this regards it is of utmost importance to diligently safeguard the refinery’s physical assets.
To achieve the objectives, outsourcing will be carried out in the following phases: 
1-Preparation of tender documents for the selection of contractors for operation and maintenance outsourcing
2- Bidding, selection and award of contract to the selected contractor, taking into account all necessary provisions in the contract
3- Selection of a management contractor and assigning the supervision of the performance of the selected outsourcing contractor to safeguard the outsourced asset.

  

Consultant’s (Partnership of HEIDCO and PAMCO) Duties and Responsibilities, With HEIDCO’s as The Leader of The Partnership:

 

A-Preparation of procedures and instructions to control and safeguard CLIENT’s outsourced physical assets to include:


1- Instructions for the Payments to the contractors and the related forms based on refinery products or based on the outsourced process
2-Instructions for the preparation of Performance Indices for the Management of Physical Assets and the Management of the Outsourced Process, and their Impacts on the Payments
3-Procedure for the execution of Outsourcing Transition period
4-Instructions for hand over activities and the related forms
5-Instructions for the duration of the Outsourcing Contract
6-Instruction for the formation of transition period team
7-Instructions to develop accurate Framework for handover and Transition Schedule 
8-Instruction for an accurate lesson learnt method and knowledge management
9-Instructions for implementing the transition of knowledge, practices, procedures and technology
10-Instructions for establishing quality, risk, audit and compliance frameworks
11- Instructions for Asset and Knowledge Management Framework
12- Instructions for deploying handover frameworks
13-Instructions to test service delivery capability
14-instructions for outsourcing test run and handover
15-instructions for Supervision and the related forms
16-Compilation of General Description for Outsourcing Contract
